Sorry it took so long. That's a feature that was put in with the armory building in your settlement. On the left of your inventory screen there should be some vertical circles with "LOADOUTS" at the bottom, each circle should be connected to an armor set and some abilities you've set up at the armory, choosing a circle should change all your current loadout to the one in the armory.
In combat, you can choose a multitude of weapon types. Unarmed: great for disarming enemies weilding heavy weapons, perhaps the best stance to take once you get it. Hidden Blades: Good for assassinations, allow for instant kills from behind even IN combat. Once in combat the counterattack timing has an incredibly small window of opportunity.

The amount that you use your offhand in attacks varies weapon to weapon, but it seems like the true dual wielding only opens up if you're using 2 of the same weapon type. Otherwise, yeah, you end up just swinging 1 wep around 90% of the time. You bet. Axe in main hand, flail in the other.
Possibly a bow that you take from an archer [since you can take weapons from all other guards], but nothing else. small weapons: shortest length of all weapons, decent power (about same as most medium swords), fastest, and easiest to counter with. Not as easy to fight head to head with vs. above weapons categories, thus is more effective using dodge / feint moves first. It all comes down to personal preference. You can get rid of it completely by equipping a two handed axe and insta killing a guard by pressing Y. Worked of me multiple times. Change "weapons" to your fists. It helps to assign your unarmed fists to a hot key. The same thing happened to me. I picked up a sword and tried to drop it, sadly i failed.
